At best he assisted in accomidating it with our tax dollars to be released and opened to the public. For that we can appreciate, but we would never give credit to administrators for inventing anything. We have scientists and their life long labors to accredit them for their inherrent personal knowlege: Kleinrock, Licklider, Roberts, Kahn, Cerf & Perlman are actual inventors.
