You hit the nail on the head with name recognition. William's having a former UK basketball star from Eastern Kentucky as running mate helped him immensely in Eastern Kentucky. It is likely that many of the votes for William's were regional loyalty votes for Ritchie Farmer.
Another factor was what appeared to be the absence of fact checking of candidate claims by several of the major media operations in Kentucky. Several of the major media players were clearly bias for the existing power machines of both parties. It also appeared that the Democratic leaning media operations would prefer to have Williams as an opponent against the current Democratic Governor in the November election.
The Liberty Caucus would do well to invest in developing long term development of regional networks and policy targets.

I live in Kentucky near Lexington and I seen numerous commercials for Williams but not one for Moffett. I ask where was the Republican Party's backing? The name recognition was definitely a factor. People had never heard of Moffett. They had no idea who he was or what his background was. He obviously campaigned on a tight budget.
