It is not "sacred" but was a private civil contract until the Catholic Church fought for centuries to take control of it. The Reformationists argued that it was not sacred (that is Catholic doctrine and was not part of Protestant religion) and they made it civil again. It was a civil institution for most of history, it has been a civil institution since the Reformation and it was always a civil contract issue in the United States. Saying the church has control of marriage is like saying trade unions should control labor contracts. Historically between a woman's father and the old fart who wanted to have her in exchange for property. The federal government has no right to intervene in a private contract period.
