He esposes the status quo line insofar as he doesn't want to startle the sheeple too badly; he deviates only enough to earn him the admiration of those vicariously insulting the establishment through him. Gingrich is smart like any politician who's gained a modicum of success. However, unlike any of Heinlein's more compelling characters, he's a guarantee of more of the "same ol', same ol'."
